You book an EICR expecting a routine electrical safety check. A few hours later, the report arrives marked unsatisfactory, and the electrician tells you the consumer unit should be replaced.
For most property owners, the first reaction is not technical. It is practical:
Is the fuse box genuinely unsafe, or am I being sold work I do not need?
That is a fair question.
We inspect electrical installations across London, including older converted flats, Victorian houses, modern apartments, rental properties, HMOs, shops and commercial premises. We regularly see consumer units that are outdated but still serviceable. We also find boards that look acceptable from the outside but contain loose connections, overheating, exposed live parts or unsuitable protective devices.
The age of the fuse box is rarely the whole story.
What matters is what the inspection found, the risk created by those defects and whether the existing consumer unit can be repaired safely. Sometimes a relatively small repair is enough. Sometimes replacement is the only sensible option. In more complicated cases, the board is only one part of a wider electrical problem.

A consumer unit often called a fuse box or fuse board is the point where electricity enters the property’s internal circuit system and is divided between the lighting, sockets, cooker, shower, heating and other fixed electrical circuits.
It also contains the protective devices intended to disconnect the supply when something goes wrong.
In an older London flat, that protection may be provided by rewireable fuses. In a later installation, the board may contain miniature circuit breakers and one or two RCDs. A newer consumer unit may provide individual RCBO protection, surge protection and clearer separation between circuits.
Modern equipment usually offers better protection and greater convenience. That does not mean every older consumer unit is automatically dangerous.
We sometimes attend properties where an owner has been told:
“It is plastic, so it fails.”
That statement is too simplistic.
A plastic consumer unit may be older than the current standard, but the inspector should still assess its condition, location, circuit protection, fire risk and accessibility. An undamaged older enclosure is not the same as a board with melted components, open cable entries or exposed live parts.

That distinction can save a property owner hundreds of pounds—or prevent a serious electrical incident.
When an electrician opens a consumer unit during an EICR inspection in London, the most important findings are often not immediately visible to the property owner.
The cover might be clean. The switches may appear normal. Nothing may have tripped for years.
Inside, however, the engineer may find a terminal that has been running hot, conductors forced into unsuitable connections, mixed manufacturers’ devices, deteriorated cable insulation or circuits that have been added without adequate protection.
We are not simply asking, “How old is this board?”
We are asking:
Does it provide suitable protection for the circuits connected to it?
Are live parts properly enclosed?
Are the protective devices compatible with the consumer unit?
Are connections secure?
Is there evidence of overheating?
Is RCD protection present where required?
Are the earthing and bonding arrangements adequate?
Can suitable replacement components still be obtained?
Most importantly, can any identified defect be corrected without replacing the complete board?
This is where a proper inspection differs from a quick visual sales visit.
Imagine two consumer units of a similar age.
The first has a missing blanking plate, unclear circuit labels and one loose terminal. The enclosure is otherwise sound, compatible components remain available and the circuits test satisfactorily.
The second has a damaged main switch, discoloured conductors, heat-distorted plastic, mixed-brand breakers and no practical way to add appropriate protection using approved components.
Both boards are old.
Only one clearly needs replacing.
This is why an EICR should describe the observed defect rather than simply stating that a fuse box is “outdated”.
A repair may be reasonable where the problem is isolated and the equipment remains safe and maintainable. Examples include replacing an approved blanking piece, correcting labels, re-terminating an undamaged conductor or replacing a compatible protective device.
Replacement becomes more persuasive when several problems are present together. Extensive heat damage, obsolete equipment, unavailable components, unsafe modifications and inadequate circuit protection often make continued repair poor value.
A written quotation should explain this logic. If it does not, ask for it.

Consider a common situation involving a two-bedroom rental flat in West London.
The landlord receives an unsatisfactory EICR from a contractor who recommends a complete consumer unit replacement. The quotation is substantial, but the report itself contains very little explanation beyond a reference to the age and material of the enclosure.
A second inspection finds that the plastic consumer unit is secure and shows no evidence of overheating. The devices are compatible, the circuits test satisfactorily and appropriate RCD protection is already present.
The actual defects are a missing blanking plate and incorrect circuit identification.
Those issues can be corrected without replacing the complete board.
This is a representative example based on situations commonly encountered in London properties. The lesson is not that consumer unit replacement is unnecessary. It is that the recommendation must match the evidence.
An owner should not pay for a new board merely because the existing one is plastic, looks old or is no longer the model an electrician prefers to install.
Now consider a converted Victorian flat in North London.
From the outside, the consumer unit appears ordinary. There is no obvious damage, and the tenant has not reported regular tripping.
During the inspection, the engineer removes the cover and finds darkening around the main switch. One conductor has been poorly terminated and has generated enough heat to make the insulation brittle. Several protective devices are from a different manufacturer to the enclosure, and compatible replacement parts are no longer readily available.
In this situation, replacing only the visibly damaged component may not provide a reliable long-term repair.
A new consumer unit allows the damaged section to be removed, the circuits to be re-terminated correctly and the protection arrangement to be brought into a coherent, maintainable system.
That is not an aesthetic upgrade. It is a technical response to heat damage and unsuitable internal modifications.
One of the most frequent consumer-unit issues found during an EICR is missing or incomplete RCD protection.
An RCD monitors the flow of electricity and disconnects the circuit when it detects certain forms of leakage. This additional protection can reduce the risk of electric shock.
Many older fuse boxes do not include RCD protection. Others protect only part of the installation. A property may have RCD protection for the sockets but not the lighting, bathroom equipment or concealed cables.
Whether this creates a C2 observation depends on the circumstances and risk. The inspector should consider the circuit’s use, cable routes, connected equipment and surrounding environment rather than applying a code mechanically.
Sometimes RCD protection can be added without replacing the board. In other cases, the existing consumer unit cannot accept an appropriate compatible device.
This is one reason replacement may become the practical option: not because the board has suddenly become dangerous due to its age, but because it cannot be adapted safely to provide the required protection.

A consumer-unit recommendation should be connected to the classification codes shown on the report.
A C1 means danger is present. An example might be accessible live parts where someone could receive an electric shock. Immediate action may be needed, and the affected equipment might have to be isolated.
A C2 means the condition is potentially dangerous. This may include inadequate protection, a damaged enclosure, significant thermal damage or another defect that could create danger under fault conditions.
A C3 means improvement is recommended. It does not make the EICR unsatisfactory by itself. This is often the correct distinction where an installation does not reflect the latest design standard but is not considered immediately or potentially dangerous.
An FI means further investigation is required without delay because the inspector could not determine the cause or extent of a problem during the original inspection.

The code matters because it tells you whether the recommended work is urgent, necessary for a satisfactory report or simply an improvement worth considering.
A new consumer unit does not repair the rest of the electrical installation.
This sounds obvious, but it causes regular confusion.
A landlord may see several observations on an EICR, approve a new consumer unit and assume the property will automatically become satisfactory.
It may not.
The report could also identify damaged sockets, poor bathroom fittings, inadequate bonding, defective wiring, low insulation resistance, incorrect polarity or unsafe external circuits.
Replacing the board may resolve only part of the failure.
In fact, fitting a modern consumer unit can expose faults that an older fuse box did not reveal. Modern protective devices are more sensitive. Once the circuits are connected to the new board and properly tested, previously hidden neutral-to-earth faults, insulation problems or borrowed neutrals may become apparent.
A responsible quotation should therefore make two things clear:
First, what work is included in the consumer unit replacement.
Second, what happens if testing identifies faults elsewhere in the installation.
This protects both the contractor and the customer from the familiar dispute: “You quoted for a fuse-box replacement, but now you are saying more work is needed.”
A landlord approves a new RCBO consumer unit for a two-bedroom flat after the EICR identifies inadequate protection and an obsolete board.
The physical replacement proceeds normally. During testing, however, the kitchen socket circuit fails the insulation-resistance test.
The issue is traced to a damaged socket concealed behind an appliance.
The consumer unit replacement did not cause the fault. The new testing process revealed a defect that was already present.
The socket is repaired, the circuit is retested and the installation is then completed with the appropriate certification.
This is why full testing is not an optional extra. It is an essential part of the work.
When comparing quotations, ask whether circuit testing, fault diagnosis and certification are included. A cheap price that excludes them may not remain cheap for long.
The practical difference between an older dual-RCD board and a modern RCBO board becomes obvious when a fault occurs.
In many dual-RCD arrangements, several circuits share one RCD. A fault on one circuit can disconnect all the circuits within that group.
A faulty kettle may therefore switch off more than the kitchen sockets. Depending on the arrangement, it could also affect lighting, the boiler, the fridge or another unrelated circuit.
An RCBO provides overcurrent and residual-current protection to an individual circuit. If the kitchen sockets develop a fault, the remaining circuits are more likely to stay operational.
That is particularly useful in rental homes, HMOs and properties containing equipment that should not lose power unnecessarily.
It also helps with diagnosis. Instead of half the property going off and the tenant saying, “Everything has tripped,” the affected circuit is easier to identify.
This does not mean every existing dual-RCD board must be replaced. It means that where replacement is already justified, an RCBO arrangement can provide better circuit separation and reduce disruption.
Surge protection is another area where property owners receive conflicting advice.
A surge protection device helps protect the electrical installation and connected equipment from transient overvoltages. In modern homes, that connected equipment may include computers, televisions, appliances, heating controls, alarms and smart-home systems.

However, the correct arrangement should be assessed for the specific installation.
The useful question is not simply, “Does the quote include an SPD?”
It is:
Has the electrician explained why this protection is appropriate, what device is proposed and how it will be incorporated into the board?
A technically sound quotation should be capable of answering that in plain English.
There is no honest universal price for replacing a consumer unit.
A small flat with six straightforward circuits is not the same job as a large house with fifteen circuits, an electric vehicle charger, outbuildings and years of undocumented alterations.
The final cost depends on the board specification, circuit count, accessibility, earthing and bonding, the condition of the existing wiring and the faults found during testing.
London also introduces practical costs that are easy to overlook: parking restrictions, congestion charges, limited loading access, managing-agent procedures, concierge arrangements and restrictions on noisy or disruptive work.
For a straightforward residential replacement, the price will normally be measured in several hundred pounds rather than the cost of a minor repair. More complex domestic and commercial projects can be considerably higher.
The best quotation is not necessarily the cheapest or the most expensive. It is the one that clearly states:
What consumer unit is being fitted
How many circuits are included
Whether RCBO and surge protection are included
Whether earthing and bonding work is required
Whether full testing is included
What certification will be issued
What happens if hidden faults are discovered
Whether parking, congestion and making good are included

A well-planned consumer unit replacement should not feel chaotic.
Before the appointment, the electrician should review the report and confirm the likely circuit count, board location, access arrangements and whether the property is occupied.
On arrival, the existing installation is assessed before the supply is isolated. The engineer checks the main earthing arrangement, bonding, incoming equipment and the condition of the circuits entering the board.
Once the power is safely isolated, the old unit is removed and the condition of the conductors becomes clearer. This is often the moment when previous alterations or heat damage are fully exposed.
The new consumer unit is then installed, the circuits are reconnected and the labelling is completed. Each circuit must be inspected and tested before being returned to service.
A straightforward replacement may be completed within a working day. Difficult fault finding, inaccessible cables or extensive bonding work can extend the visit.
The property will be without power for part of the appointment, so occupants should plan accordingly. Refrigeration, home working, medical equipment, alarms and access systems may need specific consideration.
A proper consumer unit replacement should produce more than an invoice and a photograph.

The completion pack may include an Electrical Installation Certificate, schedules of inspection and test results, circuit details and confirmation of any applicable notification.
Where the work was completed following an unsatisfactory EICR, retain the original report together with the remedial quotation, invoice, electrical certificate and written confirmation of the defects corrected.
An invoice stating “consumer unit replaced” is not a substitute for technical certification.
Landlords and managing agents should store these records against the property address. This creates a defensible compliance trail and avoids confusion when the property is inspected again, sold or handed to a new agent.
For landlords, a failed EICR is not simply a maintenance recommendation.
Current government guidance for rented homes in England requires electrical installations to be inspected and tested at intervals of no more than five years, with remedial or further investigative work completed within the period stated in the report or within 28 days, whichever is sooner.
