What should a landlord be able to show?

Use your EICR alongside the applicable duties and official sources. Keep proposed legal changes separate from requirements already in force.

Updated 27 October 2026. General guidance, not a reading of your own report and not legal advice.

This is not a market report

This page is not a failure-rate report, a borough ranking, or a market survey.

The duty already in force

For a specified tenancy in England, arrange inspection and testing by a qualified person at least every five years, or by an earlier date stated in the report. Provide the required report before a new tenant moves in. Government guidance explains when an existing valid report can be used on re-letting; check its findings, next-inspection date and any changes to the installation rather than assuming that every new tenancy needs a new EICR.

For a specified tenancy, keep the report, the date it gives for the next inspection, and any remedial evidence the report's outcome actually requires.

What an unsatisfactory outcome asks you to do

C1, C2 and FI are outcomes on a particular report. They are not a London average, and this page does not rank them.

Read the observations on your own report. A C1 or C2 outcome, or further investigation, is a finding about that installation. The remedial page explains the next work. Prioritise the actual findings on your report.

A practical file check

  • The report

Keep the report for the installation it covers, including its limitations.

  • The next date

Use the date that report prints. It can be sooner than five years.

  • Remedial evidence

Keep evidence of work the report's outcome actually required.

  • What this is not

It is not a borough league table and it is not a failure percentage.

The 30 November 2026 amendment

Parliamentary approval of the draft 2026 electrical-safety amendment was completed on 20 October 2026. Approval, formally making the instrument and its coming into force are separate events. The published draft specifies commencement on 30 November 2026; it is not a duty already in force today. Check the final made legislation and its saving provisions before changing a compliance process.
