What to expect from an EICR in the Embankment
An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. Here's what the local housing means for yours.
Central Westminster is the census neighbourhood behind the Embankment's figures: 3,927 households, with 44% renting from a private landlord against 30% across London. Council tax records split its homes between old and new: 37% built before 1919 and 38% since 2000, the largest share. Much less dates from the decades between. That matters for the EICR. A flat wired from about 2008 usually has wide RCD protection and a recent consumer unit. An older one may have been rewired in parts, with circuits of different ages and earthing or bonding that falls short of the current standard.
Heating by electricity alone covers 27% of homes in Central Westminster, against 13% across London. In a newer block that can mean panel heaters and a hot water cylinder. The consumer unit is often in a hallway cupboard and the meter in a riser or meter room. Heating and hot water put long, heavy loads on a flat's circuits, so the inspection checks cable sizes, protective devices and connections. In older buildings the same checks apply to circuits added over time, and storage heaters may run on their own off-peak circuit.
York Water Gate and Cleopatra's Needle are grade I, and The National Liberal Club and Whitehall Court are grade II*. Licensing and landlord rules in Westminster

Westminster now licenses most privately rented homes. Selective licensing has covered 15 of its 18 wards since 24 November 2025 (every ward except Pimlico South, St James's and Vincent Square), and a renewed borough-wide additional HMO scheme started on 31 August 2026.
Around the Embankment, most addresses are in St James's ward, which is outside the selective licensing area, so a home let to a single household there doesn't need a selective licence. Ward boundaries don't follow postcodes, so check the exact address with the council.
Westminster's selective licence conditions say an EICR must be provided every 5 years.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

My flat near the Embankment was built since 2000. What will the EICR check?

A flat wired in the early 2000s may have RCD protection on the sockets only, because protection for lighting arrived with the 2018 edition of the wiring regulations. Later alterations, such as extra sockets or a refitted kitchen, are checked too, and the report codes anything it finds by risk.
