Does an unsatisfactory EICR mean a full rewire?

No. An unsatisfactory EICR records observations about the installation. It does not order a complete rewire.

The follow-on work depends on those observations, the circuits or parts affected, and any further investigation the report asks for.

Targeted work and wider work

Targeted remedial work follows a stated observation on a stated part of the installation.

Broader installation work is considered when the report, or a further investigation, shows that the condition is not limited to one part.

Where the report asks for investigation, that investigation comes before anyone treats the whole installation as needing replacement.

Several observations can mean the work is wider than one socket or one light. The width is still read from the report.

What does not decide a rewire

The age of the wiring, an older consumer unit, or a period building does not by itself mean a full rewire.

A classification code does not by itself mean the property is rewired. C1, C2 and a requirement for further investigation still have to be read on the report. None of them is an instruction to rewire the whole installation.

Before you accept a full rewire, ask which observations it is based on, which circuits it includes, and what has not yet been investigated.
