What to expect from an EICR in Victoria

An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. The neighbourhood data provides context; it cannot establish the condition of an individual property.

In the Victoria census neighbourhood, 92% of homes are flats and 42% have one bedroom, twice London's 21%. Council tax records spread those homes across three eras: 37% built before 1919, 25% from 1945 to 1972 and 25% since 2000. Flats in neighbouring buildings can therefore hold very different installations. In the oldest, the wiring has been replaced at least once, so the electrician checks how later circuits connect to the earthing. A flat from 1945 to 1972 may still have an older consumer unit. Wiring from 2008 on usually has wide RCD protection, but RCDs on lighting circuits only became expected with the 2018 edition.

Two figures set Victoria apart. 48% of households rent from a social landlord, more than twice the London share of 23%. And 18% of homes are heated only by a communal or district system, six times London's 3%. If you own a flat on a long lease in a block like this and let it, the EICR covers your flat's installation, while the freeholder looks after the communal electrics. On a heat network the flat has no boiler of its own. Its heating controls or heat interface unit are usually wired from your consumer unit, and that wiring is part of the inspection.

Listed status is worth checking here: 40 listed buildings stand within 300 m of Victoria, 3 of them grade I and 9 grade II*. The Grosvenor Hotel and the Victoria Palace Theatre are both grade II*, and there are listed buildings on Ebury Street and Lygon Place too. An EICR only inspects and tests, so listed status doesn't hold it up. It matters afterwards. If the report calls for remedial work, new cable runs through historic fabric can need listed building consent, so check your building's status before repairs are planned. In a large block, find out in advance whether the meter sits in the flat or in a locked cupboard elsewhere.

Getting in

Tell us who holds the keys and whether a concierge, porter or managing agent needs notice. We need access to the flat and to its consumer unit, wherever that sits in the building.

Tenants

If the home is let, give us your tenant's name and number when you book and we'll agree the time with them directly.

Central London fee

The £21.60 Central London fee applies to SW1. It covers the congestion charge and the extra travel time, and it's shown in your price before you book.

Licensing and landlord rules in Westminster

From Westminster City Council's own pages, checked 13 October 2026.

Westminster now licenses most privately rented homes. Selective licensing has covered 15 of its 18 wards since 24 November 2025 (every ward except Pimlico South, St James's and Vincent Square), and a renewed borough-wide additional HMO scheme started on 31 August 2026.

Around Victoria, most addresses are in Knightsbridge & Belgravia, St James's and Pimlico North wards. Knightsbridge & Belgravia and Pimlico North are inside the selective licensing area, so a home let to a single household there generally needs a licence; St James's is not. Ward boundaries don't follow postcodes, so check the exact address with the council.

Westminster's selective licence conditions say an EICR must be provided every 5 years.

Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

All EICR prices

Is there a Central London fee for SW1?

Yes. SW1 is a Central London postcode, so a £21.60 fee including VAT is added to the price. It covers the congestion charge and the extra travel time, and it's shown before you book.

Do I need a licence to let a property in Westminster?

In most of Westminster, yes. Selective licensing covers every ward except Pimlico South, St James's and Vincent Square until 23 November 2030, and smaller shared homes need an additional HMO licence anywhere in the borough.

Westminster City Council: check property licensingLandlord EICR guide

My Victoria flat has no boiler because the block supplies the heat. Is any of the heating part of my EICR?

Only the electrical parts on your flat's side. The EICR covers the fixed wiring fed from your consumer unit, which usually includes the heating controls, any programmer and the supply to a heat interface unit. The plant room, the pipework and the block's own electrics belong to the freeholder and sit outside your report. If you are not sure which parts run from your supply, the electrician can trace them on the day.

How soon can you visit Victoria?

Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
