High-rise and riverside EICR planning
Nine Elms combines recently completed apartment cores with warehouse conversions and older housing toward Battersea. Modern age alone does not remove the need to assess post-handover alterations, labels and protective devices.
A flat inspection is limited to the booked demise unless communal or landlord systems are expressly added.
Owners, landlords and block operators
Landlords request reports for individual tenancies, while owner-occupiers may want a condition record after fit-out changes. Operators planning several void flats should provide a schedule with tower, core and unit identifiers.
Ground-floor business units do not fall under a residential flat booking.
Risers, utility cupboards and tenant fit-outs
Consumer units often sit in hallway or utility cupboards supplied from managed risers. Media walls, kitchen alterations and balcony additions can introduce changes after original handover.
Warehouse conversions may have larger open plans and subsidiary supplies that differ from standard tower layouts.

Concierge desks, lift banks and contractor entry
Register the engineer with building management and state the exact entrance. Similar development names can contain several cores, phases and lift banks.
Contractor parking is not assured even where basement parking exists. Provide loading instructions and a lobby contact.
Testing inside a modern flat
The engineer checks the board, earthing, bonding and accessible fixed circuits, including RCD or RCBO operation where fitted. Circuit isolation must be allowed despite smart-home and network equipment in the flat.
Locked service cupboards or concealed alterations are noted as limitations.
Reports, codes and warranty questions
An EICR records condition at inspection, which is separate from snagging and developer warranty processes. A finding may still need discussion with a developer, landlord or independent remedial provider.
The report's codes explain urgency and any requirement for further investigation.
Keeping tenancy and handover records aligned
Landlords should retain the EICR alongside repair and handover records. New-build status should not be used as a substitute for giving full access.
Owners should identify additions made after completion and locate keys for electrical cupboards before attendance.
Tower corridor versus inland Battersea
This page serves the Nine Elms and Battersea riverside development corridor, including high-rise concierge access. The Battersea-only route focuses on park-side terraces, maisonettes and Latchmere housing.
Westminster lies across the river but has period mansion blocks and different managed-entry constraints.
Send phase-level details
Provide the full development name, phase, core, floor and flat number. Confirm the tenant name matches the concierge register.
Clear the utility cupboard, charge any access fob and warn occupants about brief loss of power to routers, appliances and controls.
Smart equipment
Plan for short power interruptions to routers, controls and connected devices during circuit tests.
Multiple flats
Send a unit schedule and separate access contact for each occupied or void property.
Commercial quotation
Commercial property in Nine Elms
Retail, gyms, hospitality and offices beneath residential schemes need commercial scoping. Identify the unit, boards, operating hours and loading or security rules. Commercial EICRs are quoted individually based on site size, circuits, distribution boards, access and operating requirements.

Nine Elms and Battersea questions
Frequently asked questions for Nine Elms and Battersea
Practical answers for property types and access patterns covered on this page.
Do new-build flats still need an EICR?
An EICR assesses current condition. It is distinct from original completion paperwork, snagging and warranty records.
How is a Nine Elms flat priced?
Use the residential calculator for an individual domestic flat. Portfolio and communal work needs a quotation.
What concierge information is required?
Provide the registered resident name, development, phase, core, flat and visitor-entry procedure.
Does a flat EICR cover the building riser?
No. A normal flat report covers the demised installation. Landlord and communal equipment requires separate agreement.
What if the report is unsatisfactory in a newer flat?
Review the exact coded finding, then establish the suitable correction route. Warranty and remedial responsibilities are separate from the inspection.
Understanding your EICR result
Your report uses four observation codes to show the level of concern and what normally happens next.
C1: Danger present
Immediate risk. The observation requires urgent attention. It should not be treated as a cosmetic issue.
Typical next step: Urgent attention required before further use where practicable.
C2: Potentially dangerous
Potential danger. Remedial work or further action is typically needed before the installation can be considered satisfactory.
Typical next step: Plan remedial work or further action before a satisfactory outcome.
C3: Improvement recommended
Improvement recommended. A C3 observation alone does not make a report unsatisfactory.
Typical next step: Optional improvement. A C3 observation alone does not make the report unsatisfactory.
FI: Further investigation
Under A4:2026, further investigation is advised. FI does not itself make the report unsatisfactory; earlier report formats may differ.
Typical next step: Read the report edition, observation and any applicable duty.
The classification applied depends on the installation and the inspector's professional assessment.
