What to expect from an EICR in Bromley-by-Bow
An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. The neighbourhood data provides context; it cannot establish the condition of an individual property.
Bromley-by-Bow East, the ONS area covering this page, is almost entirely flats: 90% of homes. Council tax records show 50% built since 2000 and 27% from 1945 to 1972, against 17% across London, with just 2% from before 1919. A flat from 1945 to 1972 may have been updated, though not always all at once, so an older consumer unit or a circuit without RCD protection can remain. In a flat from the early 2000s, the sockets may have RCD protection while the lighting does not. Lighting only came under that requirement with the 2018 edition.
Heat is where this area differs most from London. 15% of homes rely only on communal or district heating, five times London's 3%, and 30% use electricity alone, against 13%. A flat on a heat network has no boiler. Yet its programmer, room controls and often an interface unit draw power from the flat's own consumer unit, so their wiring is inspected. In an all-electric flat, the heavy loads are the heaters and the hot water cylinder. Those circuits are checked for overheating at connections and for protective devices that match what they carry.
Social landlords house 46% of households, double the London share of 23%. A leaseholder who lets a flat in one of these blocks is responsible for that flat's EICR, and the freeholder for the block's shared wiring. Arrange ahead of the visit how the electrician gets into the building, and whether the consumer unit is inside the flat or on a landing. Only 3 listed buildings stand within 300 m of Bromley-by-Bow, among them Kingsley Hall and the Twelvetrees Crescent Bridge. The count stops at 300 m, so a listed flat further out in E3 would not appear in it. Check your own building before repairs are planned.

Licensing and landlord rules in Tower Hamlets
From Tower Hamlets Council's own pages, checked 13 October 2026.
Tower Hamlets licenses shared homes across the borough (additional HMO licensing, 1 April 2024 to 31 March 2029). Its selective licensing scheme for Weavers, Whitechapel and Spitalfields and Banglatown ended on 30 September 2026. The council says it is considering options for a new scheme, and licences already issued stay valid until they expire.
Around Bromley-by-Bow, most addresses are in Bromley North and Bromley South wards. Tower Hamlets Council has no selective licensing, so a home let to a single household there doesn't need one. Ward boundaries don't follow postcodes, so check the exact address with the council.
Tower Hamlets asks for an electrical safety certificate with licence applications for flats and HMOs.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Tower Hamlets Council: check property licensingLandlord EICR guide
My Bromley-by-Bow flat was completed in the early 2000s. Why might the report mention the lighting circuits?
Because RCD protection for lighting circuits was not generally expected until the 2018 edition of the wiring regulations. A flat finished in the early 2000s may have RCD protection on its sockets only. The report records where protection falls short of the current standard and codes each point by risk. A missing RCD on lighting doesn't automatically make the report unsatisfactory: the code depends on what the electrician finds.
How soon can you visit Bromley-by-Bow?
Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
