What to expect from an EICR in Millwall

An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. The neighbourhood data provides context; it cannot establish the condition of an individual property.

In Millwall South, the census neighbourhood behind these figures, 18% of homes are terraced houses and most of the rest are flats in purpose-built blocks. Council tax records show very little from before 1945. The bulk dates from 1973 to 1999, and 33% has gone up since 2000. An installation from the late twentieth century may still have its original consumer unit, or one changed during a kitchen or bathroom refit. Its RCD protection often covers some circuits and not others, and the report notes each gap where the current standard expects protection.

Electric heating is what sets this area apart. 43% of homes rely on electricity alone for heating, against 13% across London. Storage heaters, panel heaters and water heaters are heavy loads. They run for hours. The electrician looks closely at the cables, terminals and protective devices on those circuits, because heat damage builds up where a cable is connected. Storage heaters often have a separate off-peak circuit, sometimes with its own meter or board. Electric-only heating doesn't always mean there is no gas in the building, so main bonding is still checked on any gas pipe that enters the flat.

With private renting at 47% of households, against 30% across London, many homes here are let flats in purpose-built blocks. An off-peak heating supply on a second meter or board is easy to overlook, and the electrician needs to reach it as well as the main consumer unit. Say how the heating is wired if you know, and whether any board sits in a landing cupboard or intake room. There are 2 listed buildings within 300 m of the centre of Millwall, one of them the Former Millwall Ironworks Building, grade II. The count covers only that radius, so check your own building's status before repairs are planned.

Licensing and landlord rules in Tower Hamlets

From Tower Hamlets Council's own pages, checked 13 October 2026.

Tower Hamlets licenses shared homes across the borough (additional HMO licensing, 1 April 2024 to 31 March 2029). Its selective licensing scheme for Weavers, Whitechapel and Spitalfields and Banglatown ended on 30 September 2026. The council says it is considering options for a new scheme, and licences already issued stay valid until they expire.

Around Millwall, most addresses are in Island Gardens, Blackwall & Cubitt Town and Canary Wharf wards. Tower Hamlets Council has no selective licensing, so a home let to a single household there doesn't need one. Ward boundaries don't follow postcodes, so check the exact address with the council.

Tower Hamlets asks for an electrical safety certificate with licence applications for flats and HMOs.

Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Do I need a licence to let a property in Tower Hamlets?

Tower Hamlets Council: check property licensingLandlord EICR guide

My Millwall flat is heated only by electricity. Does the EICR check the heaters?

It checks the fixed wiring that serves them, not how well they heat. The electrician inspects and tests the heating circuits, the outlets or connection units the heaters are wired into, and the protective devices on those circuits. Signs of overheating at a connection are recorded. The heaters' internal workings and their controls are outside an EICR and are a matter for a heating specialist.

How soon can you visit Millwall?

Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.

Does an EICR for my flat cover the communal areas?

No. Your EICR covers the installation that serves your flat, from its consumer unit to its sockets, lights and fixed appliances. Hallway lighting, door entry and other communal circuits belong to the freeholder or managing agent, who arranges their own inspection.
