What to expect from an EICR in the Isle of Dogs

An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. Here's what the local housing means for yours.

In Millwall North, the census area the Isle of Dogs falls in, 45% of homes have one bedroom, more than twice London's 21%. Council tax records show very little older housing: 1% built before 1919 and 2% between the wars. A flat of recent construction normally has a modern consumer unit, and wiring from 2008 onwards usually has wide RCD protection. That doesn't make the EICR a formality. The electrician still tests every circuit, and checks what has changed since handover: added sockets, replacement light fittings, a new extractor fan or a kitchen refit.

43% of homes in Millwall North rely on electricity alone for heat, more than three times London's 13%, and 14% use only communal or district heating. That doesn't always mean there is no gas in the building, but it does make a few circuits work hard. A water cylinder with an immersion heater, panel heaters and an electric oven can draw heavy current for long periods. The inspection checks that each circuit's cable and protective device suit its load, and looks for discolouration or loose terminals at the isolators and heater outlets.

Almost every home here is a flat in a purpose-built block, so getting in can take planning. Think about the front desk or door entry, a fob for the lifts, perhaps a parking bay. Inside, the consumer unit is usually in a hallway or utility cupboard. Private renting runs at 49% of households, against 30% across London, so many visits happen during a tenancy. Let your tenant know that each circuit goes off briefly during testing. The electrician also needs to reach the consumer unit, the cylinder cupboard and any isolator switches in the kitchen.

Getting in

Tell us who holds the keys and whether a concierge, porter or managing agent needs notice. We need access to the flat and to its consumer unit, wherever that sits in the building.

Tenants

If the home is let, give us your tenant's name and number when you book and we'll agree the time with them directly.

Parking

If parking is restricted near the property, tell us when you book and whether a visitor permit is available.

Licensing and landlord rules in Tower Hamlets

From Tower Hamlets Council's own pages, checked 13 October 2026.

Tower Hamlets licenses shared homes across the borough (additional HMO licensing, 1 April 2024 to 31 March 2029). Its selective licensing scheme for Weavers, Whitechapel and Spitalfields and Banglatown ended on 30 September 2026. The council says it is considering options for a new scheme, and licences already issued stay valid until they expire.

Around the Isle of Dogs, most addresses are in Canary Wharf, Island Gardens and Blackwall & Cubitt Town wards. Tower Hamlets Council has no selective licensing, so a home let to a single household there doesn't need one. Ward boundaries don't follow postcodes, so check the exact address with the council.

Tower Hamlets asks for an electrical safety certificate with licence applications for flats and HMOs.

Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

My Isle of Dogs flat has no gas. Does it still need main bonding?

Only if metal services need it. Main bonding connects incoming metal pipes, such as water or gas, to the main earthing terminal. Where there is no gas and the water pipes are plastic, there may be nothing to bond. The electrician checks what enters your flat and records whether bonding is present wherever the current standard requires it.
