What to expect from an EICR in Plumstead

An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. Here's what the local housing means for yours.

Woolwich Glyndon is the census neighbourhood behind this page, and 51% of its homes are flats in purpose-built blocks, against 40% across London. Terraced houses make up 31%, against 21%. Council tax records show 24% of homes built before 1919 and 29% between 1945 and 1972, with under 1% from between the wars. An older terraced house will have been rewired, perhaps in stages, so the EICR checks how the circuits fit together. A flat in a block from the later decades may still have its original or an early replacement consumer unit, with RCD protection on some circuits only, or none.

Half of all households rent from a council or housing association, more than twice London's 23%. Private lets are fewer, at 22%. If you own a leasehold flat in a block that a council or housing association manages and you let it, your duty as a landlord covers the flat's own installation. The block's shared lighting and other communal circuits stay with the freeholder. Communal heating serves 5% of homes here; in those blocks, the heating plant is maintained by the building, while any controls wired from your consumer unit count as yours.

For a terraced house, mention any extension or outbuilding with power, and whether the consumer unit has been replaced. There are 2 listed buildings within 300 m of the centre of Plumstead. If yours is one, the inspection needs no consent, but remedial work that alters historic fabric can. In a block, a flat's consumer unit is usually in a hall cupboard inside the flat, while the meter can be in a locked cupboard on the landing that the managing agent controls.

Licensing and landlord rules in Greenwich

From Royal Borough of Greenwich's own pages, checked 13 October 2026.

Greenwich licenses shared homes across the borough (1 January 2024 to 31 December 2028) and single-household lets in parts of Plumstead, Shooters Hill and Woolwich until 1 October 2027. A consultation on extending selective licensing to 18 wards closed on 12 October 2026, with a council decision expected around the end of 2026.

Greenwich asks for an EICR with HMO and selective licence applications.

Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Do I need a licence to let a property in Greenwich?

Shared homes need an additional licence anywhere in Greenwich. Single-household lets need a selective licence only in parts of Plumstead, Shooters Hill and Woolwich for now, though the council is considering extending that to 18 wards.

Landlord EICR guide

My Plumstead flat is in a housing association block. Do I need its permission for the EICR?

No permission is needed for an inspection inside your own flat. You may need the housing association or managing agent to open a locked meter cupboard, because the meter position is where the earthing and bonding connections are usually checked. Arrange that before the visit. Any remedial work on communal parts, as opposed to your flat's own circuits, is for the freeholder to arrange.

How soon can you visit Plumstead?

Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.

Will you test a garage, shed or garden room?

Yes, if it's supplied from the house's electrics. Tell us about it when you book so we allow the time, and it's included in the report with the rest of the installation.
