Westminster now licenses most privately rented homes. Selective licensing has covered 15 of its 18 wards since 24 November 2025 (every ward except Pimlico South, St James's and Vincent Square), and a renewed borough-wide additional HMO scheme started on 31 August 2026.
Around Paddington, most addresses are in Hyde Park and Lancaster Gate wards, both inside the selective licensing area, so a home let to a single household there generally needs a licence. Ward boundaries don't follow postcodes, so check the exact address with the council.
Westminster's selective licence conditions say an EICR must be provided every 5 years.

My Paddington flat was completed in the early 2000s. Why does its EICR mention RCD protection?
Because the standard has moved on since it was wired. A flat finished in the early 2000s may have RCD protection on its sockets only. Wider protection became usual from 2008, and RCD protection for lighting arrived with the 2018 edition of the wiring rules. The report records where protection falls short of where the current standard expects it and codes each point by risk. That is not automatically a failure.
