Licensing and landlord rules in the City of London
From City of London Corporation's own pages, checked 13 October 2026.
The City of London runs no additional or selective licensing. Only larger shared homes (5 or more people from 2 or more households) need a mandatory HMO licence, and the City's HMO standards ask for the electrical installation to be tested at least every 5 years.
On the the City of London side of Moorgate, addresses are mostly in Coleman Street ward. The City has no selective licensing, so a home let to a single household there doesn't need one. Part of the area is in Hackney: Hoxton East & Shoreditch ward is outside Hackney's selective licensing area. Ward boundaries don't follow postcodes, so check the exact address with the council.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Questions about EICRs in Moorgate
How much does an EICR cost in Moorgate?
From £142.80 including VAT for a studio flat to £250.80 for a house with 5 or more bedrooms, plus the £21.60 Central London fee that applies to EC2. The price is fixed when you book, there's no call-out fee, and you pay when your report is ready.
Is there a Central London fee for EC2?
Yes. EC2 is a Central London postcode, so a £21.60 fee including VAT is added to the price. It covers the congestion charge and the extra travel time, and it's shown before you book.
Do I need a licence to let a property in the City?
Usually not. The City has no selective or additional licensing, so only larger HMOs (5 or more people from 2 or more households) need a licence. You still need a valid EICR for any rented home.

My Moorgate flat has electric storage heaters. Does the EICR check them?
Yes, it checks the fixed wiring that feeds them, though not how well they heat. Storage heaters often have their own off-peak circuit, sometimes from a separate consumer unit, and the electrician inspects that circuit, the isolators and connections, and the protective devices. Any sign of overheating is recorded and coded by risk. Servicing the heaters themselves is a separate job. With 39% of homes in the City of London heated only by electricity, it is a routine part of an EICR here.
How soon can you visit Moorgate?
Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
Does an EICR for my flat cover the communal areas?
No. Your EICR covers the installation that serves your flat, from its consumer unit to its sockets, lights and fixed appliances. Hallway lighting, door entry and other communal circuits belong to the freeholder or managing agent, who arranges their own inspection.
