Licensing and landlord rules in the City of London

The City of London runs no additional or selective licensing. Only larger shared homes (5 or more people from 2 or more households) need a mandatory HMO licence, and the City's HMO standards ask for the electrical installation to be tested at least every 5 years.
On the the City of London side of the Barbican, addresses are mostly in Cripplegate ward. The City has no selective licensing, so a home let to a single household there doesn't need one. Part of the area is in Hackney: Hoxton East & Shoreditch ward is outside Hackney's selective licensing area. Ward boundaries don't follow postcodes, so check the exact address with the council.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Remedial work that alters historic fabric, such as new cable routes or moving a consumer unit, can need listed building consent first. The deadline for required work still applies, 28 days or sooner if the report says so, so check the building's status early and speak to the council as soon as the report arrives.
