What to expect from an EICR in Blackfriars
An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. Here's what the local housing means for yours.
Blackfriars is counted within the City of London, which the Census reports as one area of 4,914 households. There, 98% of homes are flats and only 2% are terraced houses. Council tax records show 22% of homes were built before 1919, a little below London's 29%, while 27% have gone up since 2000. Older buildings have usually been rewired at least once, often in stages, so one flat can hold circuits put in decades apart. The report records where earthing, main bonding or RCD protection falls short of the current standard and codes each item by risk.
Flats above shops or in other converted buildings make up 10% of homes in the City of London, more than three times London's 3%. Where a flat shares a building with a shop, office or pub, its meter and main switch may sit in the commercial space or a shared back area. Older layouts sometimes feed a landing light or a socket from the business side. The inspection traces where your flat's supply starts and which circuits serve it.
There are 59 listed buildings within 300 m of Blackfriars, 6 of them grade I. Apothecaries Hall and the Church of St Andrew by the Wardrobe are grade I, and The Black Friar Public House is grade II*. Queen Victoria Street, Wardrobe Place and St Andrew's Hill all have listed buildings. The EICR needs no consent in any of them. If your flat sits over a shop or office, check who can open the business premises on the visit day. A meter behind a locked shutter cannot be inspected.
Booking a visit in Blackfriars
Getting in
Tell us who holds the keys and whether a concierge, porter or managing agent needs notice. We need access to the flat and to its consumer unit, wherever that sits in the building.
Tenants
If the home is let, give us your tenant's name and number when you book and we'll agree the time with them directly.
Central London fee
The £21.60 Central London fee applies to EC4V. It covers the congestion charge and the extra travel time, and it's shown in your price before you book.
Licensing and landlord rules in the City of London
From City of London Corporation's own pages, checked 13 October 2026.
The City of London runs no additional or selective licensing. Only larger shared homes (5 or more people from 2 or more households) need a mandatory HMO licence, and the City's HMO standards ask for the electrical installation to be tested at least every 5 years.
Around Blackfriars, most addresses are in Castle Baynard, Queenhithe and Vintry wards. The City has no selective licensing, so a home let to a single household there doesn't need one. Ward boundaries don't follow postcodes, so check the exact address with the council.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Questions about EICRs in Blackfriars
How much does an EICR cost in Blackfriars?
From £142.80 including VAT for a studio flat to £250.80 for a house with 5 or more bedrooms, plus the £21.60 Central London fee that applies to EC4V. The price is fixed when you book, there's no call-out fee, and you pay when your report is ready.
Is there a Central London fee for EC4V?
Yes. EC4V is a Central London postcode, so a £21.60 fee including VAT is added to the price. It covers the congestion charge and the extra travel time, and it's shown before you book.
Do I need a licence to let a property in the City?
Usually not. The City has no selective or additional licensing, so only larger HMOs (5 or more people from 2 or more households) need a licence. You still need a valid EICR for any rented home.
My Blackfriars flat is above an office. Where does my EICR begin and end?
It covers the installation that serves your flat, from the meter or supply point that feeds it to every circuit, socket and light inside. The office's wiring belongs to whoever runs the office. If your meter, main switch or any of your circuits are inside the office, the electrician needs access there too, or those parts are recorded as not inspected.
How soon can you visit Blackfriars?
Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
Does an EICR for my flat cover the communal areas?
No. Your EICR covers the installation that serves your flat, from its consumer unit to its sockets, lights and fixed appliances. Hallway lighting, door entry and other communal circuits belong to the freeholder or managing agent, who arranges their own inspection.
