What to expect from an EICR in Westminster
An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. Here's what the local housing means for yours.
Central Westminster is the census neighbourhood behind these figures, and 95% of its homes are flats. Council tax records show two big groups: 37% of homes built before 1919 and 38% since 2000, with far fewer from the decades in between. That gives two quite different inspections. In an older building the wiring has been renewed in stages, so the electrician tests where newer circuits meet older ones and checks the main earthing. In a flat finished since 2000 the questions are narrower. Wiring from about 2008 usually has wide RCD protection, but a flat from the early 2000s may have it on the sockets only, and the electrician checks what has been altered since handover.
Lettings and electric heating both run above the London level. 44% of households rent privately, against 30% across London, and 27% of homes are heated by electricity alone, about twice London's 13%. Electric heating doesn't always mean a flat has no gas. Where it is the main source, though, panel heaters, storage heaters and a hot water cylinder can load a few circuits for hours at a time. The inspection looks at whether the cable and protective device on each of those circuits suit the load, and for heat damage at outlets and terminals.
Listed buildings are part of the picture too: 15 stand within 300 m of Westminster, 2 of them grade I. The Church of St Stephen is grade II*, while Caxton Hall and Artillery House are grade II, and there are others on Horseferry Road. A listed building doesn't stop or delay an EICR, which changes nothing in the fabric. Consent only becomes relevant if remedial work would cut into historic walls, floors or fittings. In a large block, it saves time to know where the consumer unit is. It may be inside the flat or in a riser on the landing, so find out who can open it.

Licensing and landlord rules in Westminster
From Westminster City Council's own pages, checked 13 October 2026.
Westminster now licenses most privately rented homes. Selective licensing has covered 15 of its 18 wards since 24 November 2025 (every ward except Pimlico South, St James's and Vincent Square), and a renewed borough-wide additional HMO scheme started on 31 August 2026.
Around Westminster, most addresses are in St James's and Vincent Square wards, both outside the selective licensing area, so a home let to a single household there doesn't need a selective licence. Ward boundaries don't follow postcodes, so check the exact address with the council.
Westminster's selective licence conditions say an EICR must be provided every 5 years.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Questions about EICRs in Westminster
How much does an EICR cost in Westminster?
From £142.80 including VAT for a studio flat to £250.80 for a house with 5 or more bedrooms, plus the £21.60 Central London fee that applies to SW1. The price is fixed when you book, there's no call-out fee, and you pay when your report is ready.
Is there a Central London fee for SW1?
Yes. SW1 is a Central London postcode, so a £21.60 fee including VAT is added to the price. It covers the congestion charge and the extra travel time, and it's shown before you book.
Do I need a licence to let a property in Westminster?
In most of Westminster, yes. Selective licensing covers every ward except Pimlico South, St James's and Vincent Square until 23 November 2030, and smaller shared homes need an additional HMO licence anywhere in the borough.
I let a renovated flat in an older Westminster building. Does new wiring mean I can skip the EICR?
No. The duty applies to every privately rented home in England, however recent the wiring: an EICR at least every 5 years, or sooner if the report says so. A recent rewire usually makes the inspection simpler, because the consumer unit is newer and RCD protection is more complete. The electrician still tests each circuit and checks how the new wiring connects to the building's earthing and bonding.
How soon can you visit Westminster?
Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
Does an EICR for my flat cover the communal areas?
No. Your EICR covers the installation that serves your flat, from its consumer unit to its sockets, lights and fixed appliances. Hallway lighting, door entry and other communal circuits belong to the freeholder or managing agent, who arranges their own inspection.
