Licensing and landlord rules in Tower Hamlets
From Tower Hamlets Council's own pages, checked 13 October 2026.
Tower Hamlets licenses shared homes across the borough (additional HMO licensing, 1 April 2024 to 31 March 2029). Its selective licensing scheme for Weavers, Whitechapel and Spitalfields and Banglatown ended on 30 September 2026. The council says it is considering options for a new scheme, and licences already issued stay valid until they expire.
Around Aldgate East, most addresses are in Spitalfields & Banglatown and Whitechapel wards. Tower Hamlets Council has no selective licensing, so a home let to a single household there doesn't need one. Ward boundaries don't follow postcodes, so check the exact address with the council.
Tower Hamlets asks for an electrical safety certificate with licence applications for flats and HMOs.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

Do I need a licence to let a property in Tower Hamlets?

My Aldgate East flat is above a shop. Does the shop's wiring come into my EICR?
No. Your EICR covers the installation that serves your flat, from its meter and consumer unit to its sockets, lights and fixed appliances. The shop's wiring is the shop's responsibility. The two can meet, though: the flat's supply sometimes enters through the shop or a shared intake, so the electrician may need access there to check your incoming supply and earthing.
How soon can you visit Aldgate East?
Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
Does an EICR for my flat cover the communal areas?
No. Your EICR covers the installation that serves your flat, from its consumer unit to its sockets, lights and fixed appliances. Hallway lighting, door entry and other communal circuits belong to the freeholder or managing agent, who arranges their own inspection.
