What to expect from an EICR in Stepney Green
An EICR tests the fixed wiring, consumer unit, sockets, switches and lights, and codes anything that falls short as C1, C2, C3 or FI. Here's what the local housing means for yours.
In Limehouse North & Stepney East, the census neighbourhood for Stepney Green, 19% of homes are terraced houses and most of the rest are flats in purpose-built blocks. Council tax records put only 13% of homes before 1919, against 29% across London, and 20% between 1945 and 1972. Flats from those years may have older consumer units and circuits rewired at different times. Newer flats raise fewer such points, though an installation from the early 2000s may have RCD protection on its sockets only. The tests are the same for both. The older flats just need more tracing.
Social housing is the defining feature. 55% of households rent from a social landlord, more than double London's 23%, and only 15% own their home. A flat let privately here is likely to be a leasehold flat in a block run by a council or housing association. Heating is the other point. Electricity is the only heating in 30% of homes, against 13% across London, which can mean storage or panel heaters on long-running circuits. Those circuits, their connections and their protective devices get close attention. Electric heating doesn't always mean there is no gas, so bonding is still checked.
Meter cupboards on landings are often locked, so find out who holds the key before the day. The electrician needs it to test the incoming supply and the earthing. Listed buildings are part of the picture too. There are 13 within 300 m of Stepney Green, 1 of them grade I, with listed buildings on White Horse Lane and Stepney Green itself. The Former East London Synagogue, the Clock Tower and St Dunstan's Rectory are each grade II. If your flat is in a listed building, the inspection needs no consent, but remedial work that alters historic fabric can.

Licensing and landlord rules in Tower Hamlets
From Tower Hamlets Council's own pages, checked 13 October 2026.
Tower Hamlets licenses shared homes across the borough (additional HMO licensing, 1 April 2024 to 31 March 2029). Its selective licensing scheme for Weavers, Whitechapel and Spitalfields and Banglatown ended on 30 September 2026. The council says it is considering options for a new scheme, and licences already issued stay valid until they expire.
Around Stepney Green, most addresses are in Stepney Green, St Dunstan's and Bethnal Green East wards. Tower Hamlets Council has no selective licensing, so a home let to a single household there doesn't need one. Ward boundaries don't follow postcodes, so check the exact address with the council.
Tower Hamlets asks for an electrical safety certificate with licence applications for flats and HMOs.
Wherever you let in England, the Electrical Safety Standards Regulations require an EICR at least every 5 years, or sooner if the report says so. Give a copy to existing tenants within 28 days of the inspection and to new tenants before they move in. Any remedial work or further investigation the report requires must be done within 28 days, or sooner if it says so, and written confirmation that it's finished goes to the tenant and the council within 28 days of completion.

I let a leasehold flat in a Stepney Green block run by a social landlord. Which wiring is mine to look after?
Usually the installation inside your flat, from its own meter or supply cable onwards, including the consumer unit and every circuit it feeds. The freeholder looks after the shared electrics, such as stairwell lighting, door entry and lifts. Your lease sets out the exact split, so check it if the meter or consumer unit sits outside the flat. Your EICR covers your part only.
How soon can you visit Stepney Green?
Online booking shows days up to 2 weeks ahead. Standard arrival windows are 9am to 12pm or 12pm to 4pm, Monday to Friday; after 4pm and weekends are on request and may carry an additional charge. Pick the day that suits you or your tenant and we'll confirm the time. If you're up against a tenancy deadline, call 0203 811 8331.
Does an EICR for my flat cover the communal areas?
No. Your EICR covers the installation that serves your flat, from its consumer unit to its sockets, lights and fixed appliances. Hallway lighting, door entry and other communal circuits belong to the freeholder or managing agent, who arranges their own inspection.
